Will a rear tine rototiller bounce along clay soil? How fast do these go?

Fairly heavy clay soil but not sod, was plowed last year. Can a strong rear tine rototiller handle it, will it cultivate or just run on top of the soil, and what is the normal speed it goes at mph? I am looking for a strong one, maybe 8 hp?
